We are delighted to announce that the Government Property Agency (GPA) has officially joined the PuRE-net family. As the strategic landlord for the UK’s central government office estate, we are thrilled to bring our experience in large-scale transformation to this European network of expertise.
Who we are
Founded in 2018 as an Executive Agency of the Cabinet Office, the GPA was born from the need to manage government property with a more commercial, pan-government mindset. We have moved away from the days when individual departments managed their own silos. Today, we act as a single, expert entity that provides a modern, high-quality workplace for the UK’s civil servants.
Our mission: Smaller, better, greener
Our vision is simple yet ambitious: to create a transformed, shared, and sustainable government office estate. We are currently leading the largest commercial office transformation programme in the UK, focusing on four strategic pillars:
Kickstarting economic growth: Through our Government Hubs Programme, we are moving civil servants out of expensive London offices and into state-of-the-art regional buildings in cities like Manchester, Birmingham and Darlington, stimulating local economies.
Public service transformation: We create great places to work that facilitate smarter, flexible working and improve productivity through better technology.
Value for money: By closing older, inefficient buildings, we have recently saved over £17 million.
Accelerating to Net Zero: We are targeting a 50% reduction in carbon emissions by 2032. We recently celebrated a milestone with 10 South Colonnade in London, which became our first fully decarbonised, gas-free property.
The GPA at a glance
Portfolio scope: Manages over 53% of the UK government’s office portfolio.
Digital reach: 820,000 active users of GovWifi (one-time logon, secure wifi) across the estate.
Energy standards: 60% of buildings are already rated EPC B or better.
Regional impact: Recent hubs include the Darlington Economic Campus, where 80% of staff were recruited locally.
Sustainability progress: 249 decarbonisation projects completed to date, saving 4,291 tonnes of CO2.
